Hise, Pressdent. Mattte Lee A. Lair, Secretary. REPORT OF LEGISLATIVE COMMITTEE. Your committee, appointed December 30, 1903, by the president county superintendent's section of the Iowa State Teachers' Association, met in Des Moines on the 10th of February, 1904, and organized by electing T. H. Stone chairman and C. R. Lowe secretary. The instructions to the committee were neither lengthy nor definite. The committee understood from the character of the motion for their appointment, and from the discussion that followed, that they were to try to secure certain legislation, especially a law providing for paying the county superintendent's expenses while visiting schools, and one requiring the county superintendent to be the holder of a state certificate. Before drafting any bill, your committee, as quietly as possible, ascertained the consensus of opinion among legislators by consulting them personally. Many prominent educators of the state who were in Des Moines at the time, were also consulted, and all the county superintendents, and many other educators were consulted by letter, and their opinions noted and tabulated. As to the bill for expenses, there were superintendents who believed that we should ask for nothing less than six hundred dollars more than we now receive. There were those who said we would ndt be doing our duty unless we did ask that sum. But when we talked to legislators, it was generally different..Some said it was;i mistake for officials to be continually asking for an increase of salary.
